Mr. Brownsberger of Belmont, Mr. Garballey of Arlington and Mr. Kaufman of Lexington move to amend the bill in section 2, in item 4512-0200, by adding at the end thereof the following:  and provided further that not less than $100,000 be expended for the substance abuse prevention programs of the Town of Arlington Youth Health and Safety Coalition.
