“7007-0334 For the operation of the office of small business and entrepreneurship and for grants to community development corporations, community development financial institutions or non-profit community-based organizations for the purpose of providing technical assistance or training programs to businesses with 20 employees of fewer; provided further that not more than ten percent of the funds in this line item may be used for operating expenses, wages, and salaries, and employee benefits of the office of small business and entrepreneurship...............$2,281,774”
