Representatives Balser of Newton, Malia of Boston, Greene of Billerica, Richardson of Framingham, Kane of Holyoke, Smola of Palmer, Fresolo of Worcester, Grant of Beverly, O’Day of West Boylston, Brownsberger of Belmont, Callahan of Sutton, Wagner of Chicopee, DiNatale of Fitchburg, McCarthy of East Bridgewater, Flanagan of Leominster, Allen of Boston, Toomey of Cambridge, Atkins of Concord, Sciortino of Medford, Linsky of Natick, Sannicandro of Ashland and Khan of Newton, move to amend the bill in section 2, in item 4512-0200, by adding the following: “provided, that not less than $1,500,000 be expended for maintaining the substance abuse and mental health pilot programs in houses of correction in Hampden County, Norfolk County, Middlesex County and Barnstable County; provided further, that one counselor shall continue to be assigned for every two hundred inmates within each facility; provided further, that said programs shall continue to report on the progress of the program and the rate of recidivism bi-annually to the joint chairpersons of the committee on mental health and substance abuse and the joint chairpersons of the committee on ways and means.”.
