MR. CASEY of WINCHESTER moves to amend the bill in section 2, in item 4512-0200, in line 2, by inserting after “clients;” the following:  “provided, that not less than $100,000 shall be expended for the Winchester Substance Abuse Coalition in the town of Winchester;”, and in said item by striking out the figures “$79,550,008” and inserting in place thereof the figures “$79,650,008”.
