Representatives Gobi of Spencer, Casey of Winchester, Smola of Palmer, Puppolo of Wilbraham, Allen of Boston, Timilty of Milton, O’Day of West Boylston, Grant of Beverly, Callahan of Sutton, Fresolo of Worcester, Rush of Boston, Eldridge of Acton, Story of Amherst and Smizik of Brookline move to amend the bill in section 2 by inserting after item 4513-1111 the following item:

4513-#### For the Massachusetts Physical Education Pilot Program to some public elementary, middle and/or high schools across the commonwealth for the purpose of determining the potential for statewide expansion and enhancement of physical education programs in all public schools.  The department of public health shall oversee the administration of this grant, provided, that in awarding pilot grants, the department of education will work with the advisory commission require all participating K-12 schools to develop and implement a planned curriculum that adheres to national and state standard based on standards by the National Association of Sport and Physical Education (NASPE); provided further, a Physical Education Advisory Commission will be established to advise the Commissioner of Public Health on all eligible applicants, and shall work in conjunction with the department of education to review the pilot program. The commission shall consist of the Commissioner of Public Health or his designee, the Commissioner of Education or his designee, 3 person to be appointed by the Governor, 1 person to be appointed by the Senate President, 1 person appointed by the Speaker of the House; 1 of whom shall be a representative of the Massachusetts Physical Education, Health, Recreation and Dance Association (MAPHERD), 1 whom shall be a representative of the American Heart Association, and 1 of whom shall be a representative of the American Diabetes Association; provided further, the department of education shall administer grants for the physical education pilot program and will work with the advisory commission in order to find matching funds of from outside sources to support schools financial requests. The department, working in conjunction with the Physical Education Pilot Advisory Commission shall created a partnership with a local higher education institution to conduct research to determine the effects that physical education has on learning, and behavior. Additional, this research partner shall evaluate and produce a report on the progress and success of the pilot program to evaluate the pilot program and report its findings to the General Court................................................................$250,000
