Mr. Costello of Newburyport moves that the bill be amended in section 2, in item 8200-0200 by adding at the end thereof the following:

“provided further that not less than $25,000 shall be expended to the town of Salisbury as startup funding for the new Essex County Police Institute, a reserve officer training academy”.
