Mr. Scibak of South Hadley moves to amend the bill, in Section 61, in line 77, by striking out the figures “$28,000,000” and inserting in place thereof the figures “$37,500,000”; and in said item, in line 86, by inserting after “non-acute hospitals” the following: “visiting nurses association”; and in said item, in line 108, by striking out the following: “and”; and in said item, in line 109, by inserting after “services” the following: “; and (x) the provision by a provider of home-based nursing services to a population that contains a significant percentage of publicly insured individuals”; and in said item, in line 114, by inserting after “secretary” the following: “The secretary shall structure expenditures under this section to maximize allowable federal reimbursement under Title XIX, and shall seek federal financial participation for all payments made to providers from the Essential Community Provider Trust Fund. All federal financial participation received for expenditures from the Essential Community Provider Trust Fund shall be deposited in the Essential Community Provider Trust Fund, and shall be available for further distribution for purposes and in accordance with the criteria specified in this subsection”.
