Mr. Donelan of Orange moves the bill be amended in section 2, in item 7061-0011, by adding the following language: “For a reserve to meet the extraordinary increase in minimum required local contribution. Not less that 200,000 of which shall go to municipalities a) whose assessment from any individual school district increased by more that 10% from FY 08 to FY09 and b) for whom the increase is greater than 5% of the municipalities total FY 09 operating budget and c) the increase is due in part to implementation of the Department of Education "Turn Around Plan" and d) the increase is greater than four times the sum of the municipality expects to raise through the statutory 2.5% increase in the tax levy and its estimated new growth for FY 09”.
