Representatives Torrisi of North Andover, Bosley of North Adams, Scibak of South Hadley, O’Day of West Boylston, Driscoll of Braintree, Koczera of New Bedford, Grant of Beverly, Callahan of Sutton, Fresolo of Worcester, DiNatale of Fitchburg, Conroy of Wayland, Speliotis of Danvers, Eldridge of Acton, Atkins of Concord, Guyer of Dalton, Kocot of Northampton, and Puppolo of Wilbraham move to amend the bill by adding the following section: 

“Section XX.  (a) Notwithstanding any general or special law to the contrary, after complying with clause (a) of section 5C of chapter 29 of the General Laws, the comptroller shall dispose of the consolidated net surplus for fiscal year 2008 by transferring the remaining funds to the Bay State Competitiveness Investment Fund established by section 47 of chapter 61 of the acts of 2007. 

      (b) Notwithstanding any general or special law to the contrary, 10 days after the transfer required from the consolidated net surplus, the comptroller shall transfer from the Bay State Competitiveness Investment Fund $15,000,000 to the Workforce Competitiveness Trust Fund, established by section 2WWW of chapter 29 of the General Laws.”
