“Section XX. Notwithstanding any general or special
law to the contrary, not less than 10 days after the effective date of this
act, the comptroller shall transfer $13,000,0006,500,000
from the General Fund to the Massachusetts Cultural Facilities Fund,
established in section 42 of chapter 23G of the General Laws”
