Representative Welch of West Springfield moves that the bill be amended in Section 2, in item 7003-0702 by adding the following:- “provided further, that not less than $75,000 shall be expended for the Lower Pioneer Valley Education Collaborative for the purposes of implementing an educational program enabling on-site technical training.”
