In the Year Two Thousand and Seven.

 An Act establishing a special task force to study smart growth housing projects.

 

    Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:


 

SECTION 1.  There is hereby established a special task force to study the feasibility of streamlining approval and the permitting of smart growth zoning and housing production, under chapter 40R.  The task force shall consist of seven members: one of whom shall be the director of the department of housing and community development, or his designee; one of whom shall be the commissioner of the department of environmental protection, or his designee; one of whom shall be the commissioner of the division of capital asset management, or his designee; one of whom shall be the chairperson of the Massachusetts association of regional planning agencies, or his designee; one of whom shall be the president of the Massachusetts municipal association, or his designee; one of whom shall be the house chair to the committee on housing, or his designee; and, one of whom shall be the senate chair to the committee on housing, or his designee.  The director of the department of housing and community development shall serve as the chairperson of the task force.

The task force shall report to the Governor and the general court the results of its investigation and study, and its recommendations, if any, together with drafts of legislation to carry its recommendations into effect, by filing the same with the clerks of the senate and house of representatives on or before May 1, 2008.
