In the Year Two Thousand and Seven.

 An Act establishing professional services for small businesses.

 

    Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:


 

SECTION 1. Chapter 139 of the acts of 2006 is hereby amended by inserting, after line item 1790-0100, the following line item:—

 

1790-0102 For the office of consumer affairs and business regulation under the executive office of economic development; provided, that said funding shall be used to develop a state web-based licensing portal that shall enable business owners to identify any required licenses and permits necessary for the operation of the business.........$300,000.

 

SECTION 2. Notwithstanding any general or special law to the contrary, the department of business and technology shall establish a grant program for the purpose of assisting businesses with 20 employees or fewer to access professional services necessary to start and expand the business, including but not limited to legal and accounting services. The department of business and technology shall administer said program. The department shall annually, on or before December 31, file a report with the house and senate committees on ways and means, and the joint committee on economic development and emerging technologies.

 

SECTION 3. There shall be appropriated the sum of $2,000,000 to be credited to the grant program specified in section 2 of this act.
