Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Section 38G of chapter 71 of the General Laws, as appearing in the 2006 Official Edition, is hereby amended by inserting after the 20th paragraph, the following paragraph:
The board shall develop a comprehensive program of professional development, professional licensure, and certification for all educators in the commonwealth with clearly identifies the relationship of each element of said program to all others licensed, funded, and approved by the department. Each element so licensed, funded, or approved shall have a stated and clearly identified relationship to other elements in order to promote an efficient, non-duplicative path to professional advancement, training, and advanced licensure status for practicing educators in the public schools of the commonwealth.
