 An Act relative to charter schools.

 

    Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:


 

SECTION 1. Section 89 of chapter 71 of the General Laws, as most recently amended by section 6 of chapter 227 of the Acts of 2002, is hereby further amended by adding the following subsection:—
(ss) Notwithstanding any foregoing provision to the contrary, the commonwealth shall reimburse 40% of the cost of charter school tuition to cities and towns whose public school students average in the top 25% of the students in all standardized examinations in any year or are performing in the top five percent of comparable public schools as determined by the Board of Education.

SECTION 2. The department of education is hereby authorized and directed to conduct a cost benefit analysis of charter schools with special attention to the impact of charter schools on municipal finances. Said analysis shall be filed with the clerk of the house of representatives on or before December first, 2006
