Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1 Section 86 of Chapter 54 of the Massachusetts General Laws, as appearing in the 2004 Official Edition is hereby amended by striking out lines 1 through 13 and inserting in place thereof the following:- Any voter or specially qualified voter as defined in section 1 of chapter 50 and whose application for an official absent voting ballot has been filed with the city or town clerk as provided in section 89 and certified under section 91, may vote by absent voting ballot in accordance with sections 87 to 103, inclusive, in any biennial state election, special state election, primary, or special primary.
