In the Year Two Thousand and Seven.

 An Act to enhance public safety and security in certain public housing developments.

 

    Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:


 

SECTION 1.  In recognition of the need for improved public safety policing programs in public housing communities of the City of Boston and other cities of the Commonwealth, Section 3 of Chapter 23B of the General Laws, as appearing in the 2004 official edition, is hereby amended by inserting after paragraph (v) the following new paragraph:-

 

“(w) implement community-based policing programs as an adjunct to or to be provided in connection with community-based drug elimination, crime prevention, security and similar programs.  Such programs may include, without limitation, security, crime and drug prevention, drug elimination and education, youth-oriented programs, neighborhood crime watch, and the acquisition of equipment in aid of law enforcement.  Notwithstanding any general or special law to the contrary, there is hereby annually appropriated an amount in the aggregate not less than $11,000,000 which, after fiscal year 2007, shall be adjusted each July 1 by the growth rate of the inflation index over the preceding 12 months; provided, that, after said fiscal year, in no case shall said assessment exceed 102.5 per cent of the previous year's assessment and which shall be expended for said programs.”
