Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Section 77 of chapter 272 of the General Laws, as appearing in the 2004 Official Edition, is hereby amended by inserting, after the word “weather,” in line 12, the following words:- or knowingly, intentionally or recklessly and unjustifiably fails to provide veterinary care that a reasonably prudent person knows or should know is necessary to prevent suffering to an animal,
