An Act further regulating eminent domain.

    Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1.  Chapter 79 of the General Laws is hereby amended by inserting after section 5C the following section:–

    Section 5D.  No property shall be taken for private economic development unless the property is a blighted area as defined in section 1 of chapter 121B.
