In the Year Two Thousand and Seven.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Section 1 of chapter 151 of the Massachusetts General Laws, as appearing in the 2006 Official Edition, is hereby amended by striking the figure “$8.00” and inserting in place thereof the following figure:- $8.50, adjusted for inflation on an annual basis as specified in the paragraph below.
SECTION 2. Said Section 1 of said chapter 151 is hereby further amended by adding the following paragraph:- On September 30 of each year, the commissioner shall calculate the percentage change in the consumer price index, prepared by the United States Bureau of Labor Statistics, for all urban consumers nationally during the most recent twelve-month period for which such data are available. Effective January 1 of the following calendar year, the minimum wage shall be the minimum wage in effect on January 1 of the current calendar year increased by the percentage change in said consumer price index. In no instance shall the increase be less than zero.
SECTION 3. Section 2 of said chapter 151 is hereby amended by inserting after the definition of "Department" the following definition:- "Employer", an individual, corporation, partnership, labor organization, the commonwealth, a political subdivision thereof, including a city, town, county, or other governmental entity authorized or created by state law, including public corporations and authorities, or any other legal business, public or private, or commercial entity, including agents of the employer.
SECTION 4. Section 7 of said chapter 151 is hereby amended by striking out, in the third paragraph, clause (1) and inserting in place thereof the following:- (1) 50 percent of the wage in effect under section 1
SECTION 5. Sections 1, 3, and 4 of this act shall take effect on January 1, 2009.
SECTION 6. Section 2 of this act shall take effect on January 1, 2010.
