In the Year Two Thousand and Seven.

——————

 

 An Act supporting economic opportunities in the Commonwealth.

 

    Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:


 

The general court hereby establishes a special commission, hereafter referred to as the Jobs Creation Commission.  The Jobs Creation Commission shall make an investigation and study relative to evaluating issues specific to the economy in order to create and maintain quality jobs in the commonwealth.

 

Eleven members and two co-chairpersons shall serve on the Jobs Creation Commission.  The senate president shall appoint 2 members of the senate; the speaker of the house shall appoint 2 members of the house; the senate minority leader shall appoint 1 member of the senate; the house minority leader shall appoint 1 member of the house; the governor shall appoint one 1 representative of the department of workforce development, 1 representative of a labor organization from a list of 3 nominees provided by the Massachusetts AFL-CIO, 1 representative of business from a list of 3 nominees provided by the Associated Industries of Massachusetts, 1 expert in labor economics from a state college or university appointed by the governor; and 1 representative of the unemployed from 3 nominations by Boston Connects, Inc.

 

There shall be two honorary co-chairpersons, one of whom shall be appointed by the senate president and one of whom shall be appointed by the speaker of the house of representatives.

 

Representation of issues concerning renewable energy, small businesses, the healthcare industry, education, veterans, immigrants, workforce development and the self-employed shall be considered in the appointment of members to the commission and in the performance of the commission’s investigation and study.

 

The commission shall report the results of its investigation and any recommendations to the general court by filing the same with the clerk of the senate and the clerk of the house of representatives by December 31, 2007
