Resolve to establish the Rutland Holden sewer system transfer commission. |
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Notwithstanding any general or special law or regulation to the contrary, a special commission, hereafter referred to as the Rutland-Holden Sewer System Transfer Commission, is hereby established for the purpose of making an investigation and study relative to transferring care and custody of the Rutland-Holden sewer system, so-called, from the Massachusetts Water Resources Authority and the Department of Recreation and Conservation to the user communities of Rutland and Holden.
The Rutland-Holden Sewer System Transfer Commission shall consist of eight members (1) member of the Senate appointed by the Senate President; (1) member of the House of Representatives appointed by the Speaker of the House; the Executive Director of the Massachusetts Water Resources Authority or his designee; the Commissioner of the Department of Conservation and Recreation or his designee; the Executive Director of the MWRA Advisory Board; a designee appointed by the Town of Rutland; a designee appointed by the Town of Holden; and a designee appointed by the Town of West Boylston.
Said Commission shall submit a report of its findings, including any legislative recommendations, if any, to the House and Senate Committees on Ways and Means by June 30, 2007. The Commission shall dissolve upon completion of its duties and obligations, as indicated by submission if its findings and recommendations
