Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Section 13 of chapter 90 of the General Laws, as appearing in the 2004 Official Edition, is hereby amended by adding at the end thereof the following: Any person, when operating a motor vehicle, shall have two hands firmly on the steering wheel at all times, except for actions necessary for the operation or control of the motor vehicle, including, but not limited to shifting, operation of windshield wipers, operation of headlights, or any similar actions.
