In the Year Two Thousand and Seven.

 An Act providing for the resolution of disputes at housing authorities.

 

    Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:


 

   Section 3 of Chapter 23C of the General Laws is hereby amended by inserting at the end thereof the following:—
   The chairman shall appoint a joint labor management committee to assist in the resolution of collective bargaining contract disputes involving employees of housing authorities engaged in bargaining pursuant to the provisions of Section 29 of Chapter 121B of General Laws. In the event that a collective bargaining contract dispute involving employees of housing authority continues after mediation and fact finding have been completed to his or her satisfaction, the chairman shall refer the parties to final and binding arbitration for resolution of disputes. The parties to a dispute may agree to employ the services of an arbitrator, or, in the event no such agreement can be reached the chairman shall arrange for arbitration to be performed by an arbitrator employed by the board. The findings of the arbitrator shall be final and binding on the parties and shall be enforceable under applicable provisions of law.
