In the Year Two Thousand and Seven.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Not withstanding any General Law, Special Act, rule or regulation to the contrary, electric utility companies shall provide SmartMeters to consumers and provide discounts on their energy bills for off-peak usage.
SECTION 2. Not withstanding any General Law, Special Act, rule or regulation to the contrary, municipalities in the Commonwealth shall be provided SmartMeters, at no cost, in all municipal buildings.
SECTION 3. For purposes of this act, the following words shall have the following meanings:-
“SmartMeters”, referring to electric meters that identify electric consumption in greater detail than conventional meters through automated real-time or near real-time meter reads that track a consumer’s energy usage hour-by-hour which allows utility companies to charge different prices for power consumed at different times of the day;
