An Act relative to the renewable portfolio standard.

    Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

   Section 5B of Chapter 25 is hereby amended by adding the following:—

   Section 1. By December 1, 2005 the department shall establish regulations directing distribution companies serving customers in the Commonwealth to procure, through contracts of no less than fifteen years, certificates representing renewable electricity supply sufficient to comply with the renewable energy mandates established in section 11F of Chapter 25A.

   Section 2. The department shall, after holding a public hearing, report to the legislature, on the 30th of July of every year beginning in 2006, on the distribution companies’ compliance with this Act.
