Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION
1. The Director of the Massachusetts Emergency Management Agency, with the
assistance of the Department of Public Health, shall commission a study that
shall consist of: 1) identification and assessment of all public buildings in
Barnstable County suitable for use as shelters in any radiological emergency 2)
the “National Fallout Shelter Survey” (NFSS) conducted by the Federal Emergency
Management Agency in nineteen hundred and seventy-nine and eighty-three shall
be reviewed and evaluated to determine if buildings surveyed in said NFSS
continue to provide the sheltering protection factor and capacity listed in the
NFSS. Said study shall include any public buildings suitable as shelters in
radiological emergencies which were not included in said NFSS. Said study shall
assess buildings by square footage for capacity, as well as dosage reduction
measures. Said study shall be completed within one calendar year of the
effective date of this act. A written report of the results and conclusions of
said study shall be provided, by the director, to the Boards of Selectmen, of
each political subdivision located in Barnstable County, and to the House and
Senate Chairs of the Joint Committee on Energy.
a) Upon the conclusion of said sheltering study, the Director shall review the
information provided by the sheltering study and determine the context of
information that shall be included in an emergency public information summary
on the inside cover of every telephone book in Barnstable County. Information on
sheltering in place shall also be provided in public information summary.
(b) The Department of Telecommunications and Energy shall, pursuant to Section
Eighteen of Chapter Twenty-five, assess the owner of Pilgrim Nuclear Power
Station for the cost directly or indirectly associated with the sheltering
study in Barnstable County. The assessment for the sheltering study, described
in this section, shall not exceed one hundred thousand dollars and shall be
collected and deposited into an account administered by the Massachusetts
Emergency Management Agency.
(c) Massachusetts Emergency Management Agency shall, on or before January 1, 2002,
establish an in-state toll-free telephone number that provides a status report
on any emission levels which meet or exceed regulations that day. Such report
shall also provide emergency level information pursuant to NUREG-0654.
