 An Act An Act relative to setting energy efficiency standards for projects of the Department Of Housing and Community Development, the Massachusetts Housing Finance Agency, and the Massachusetts Home Mortgage Finance Agency.

 

    Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:


 

SECTION 1. Chapter 25A of the General Laws is hereby amended by inserting after section 11A the following new section:—
Section 11A½. The commissioner of energy resources shall set standards for the energy-efficiency of residential buildings that exceed state residential building code standards financed in whole or part by the Department of Housing and Community Development, the Massachusetts Housing Finance Agency or by the Massachusetts Home Mortgage Finance Agency. Such standards shall prohibit the use of electric resistance heat unless the building is super insulated pursuant to standards established by the commissioner. Heat pumps that meet energy-efficiency standards established by the commissioner are encouraged.
The Department of Housing and Community Development, the Massachusetts Housing Finance Agency and the Massachusetts Home Mortgage Finance Agency shall not finance any projects which do not meet the standards set by the commissioner of energy resources pursuant to section eleven A½ of the General Laws. This section shall not apply to projects approved by January 1st, two thousand.
