In the Year Two Thousand and Seven.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Section 13 of chapter 196 of the acts of 2004 is hereby amended in paragraph 2 by striking the first sentence and inserting in place thereof the following:-
The commission shall have 14 members, including the following: 5 members who shall not be employees of the executive branch and who shall reside in different geographic regions of the commonwealth, 1 of whom shall be a representative of the Construction Industries of Massachusetts, to be appointed by the governor to serve terms of 2 years; 3 members, who shall not be members of the general court and who shall reside in different geographic regions of the commonwealth, to be appointed by the president of the senate to serve terms of 2 years; 3 members, who shall not be members of the general court and who shall reside in different geographic regions of the commonwealth, to be appointed by the speaker of the house of representatives to serve terms of 2 years; a representative of the Massachusetts Taxpayers Foundation; a representative of the Massachusetts Business Roundtable; and a representative of the Massachusetts Motor Transportation Association.
