In the Year Two Thousand and Seven.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
Notwithstanding the establishment of speed limits by the commonwealth, a city or town may further regulate speed of motor vehicles on public and private ways in order to protect the public health and safety. In no instance, however, shall the speed of said motor vehicles on said ways be established at a rate of speed so as to allow said municipality a “back door”, so-called, opportunity for increasing revenue through the issuance of speeding tickets to responsible motorists because the speed limits on said ways have been set at artificially low limits.
