In the Year Two Thousand and Seven.

——————

 

 An Act to protect the lives and property of residents and nonresidents of the Commonwealth.

 

    Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:


 

Notwithstanding any general or special law to the contrary, the general court determines that it is of paramount interest to protect and preserve the lives and property of residents and non residents of the commonwealth.

Whereas, the general court has determined that a significant risk of injury to person and property exists on the highways and byways and areas to which the public has a right of access by individuals who continue to operate motor vehicles upon said ways while their license/permit to so operate has been revoked or suspended.

Further, that the risk to resident’s and non resident’s can and should be minimized or eliminated by coordination and proper use of resources by the Registry of Motor Vehicles.

Wherefore, the general court hereby authorizes and directs the Registry of Motor Vehicles to devise, engineer and implement an electronic process whereby a match of all suspended and or revoked license/permit holders within the commonwealth of Massachusetts can be matched with appropriate information provided to it by various individuals, groups, vendors, and contractors to ascertain in the shortest and most reliable time frame any individuals that may be operating on the highways, byways and areas to which the public has a right of access within the commonwealth of Massachusetts.

This electronic process will be implemented within ninety (90) days of this Act becoming law.

The Registry of Motor Vehicles shall make their information available at the lowest possible cost on a per file basis not to exceed the actual cost of creating said file to all individuals, groups, vendors and contractors.

The registry of motor Vehicles is hereby authorized to develop and implement approriate regulations consistent with the intent of this act so that the implementation of said act shall be as expeditious and thorough as possible.
