Any person within the commonwealth who donates an automobile to any charitable fund or organization or other entity established pursuant to the United States Internal Revenue Service section 501(c)(3), in which a certificate of title is held and in the name of the donor, shall file with the Registry of Motor Vehicles a notice of such donation and a copy of an acknowledgement, in writing, from the so-called 501(c)(3) entity, within seven (7) days of receipt of said acknowledgement.  The date of receipt from the so-called charitable fund or organization shall be deemed the date of donation.  Any person who provides notice to the Registry of such donation shall not be liable for any costs of abandonment or loss of the donated automobile.
