Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Section 13 of Chapter 81 of the Massachusetts General Laws, as appearing in the 2004 Official Edition, is hereby amended by inserting at the end thereof the following words:-
The department shall give construction, improvement and maintenance priority to roadways that are the only means of entrance to a city, town or area of a city or town,
