In the Year Two Thousand and Seven.

 An Act relative to the timely submittal of a capital budget.

 

    Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:


 

SECTION 1.

 

                Notwithstanding and special or general law to the contrary, the governor shall include, as part of the timely filing of his yearly budget recommendations a capital budget spending plan, which shall include capital spending priorities for each agency, department, commission and secretariat.  Said capital budget shall be delineated by community and by statewide impact and shall indicate those projects that were authorized by legislation, those projects that have been prioritized by statewide metropolitan planning organizations (MPO’s), those projects that are on a Regional Transportation Improvement Plan (TIP) and those projects that are new initiatives by the administration.  Said capital budget shall include a listing of authorized projects that the administration is not recommending action on during the next calendar year and the reason for inaction.  Said capital budget shall include an overview of proposed bond expenditures for the budget period and explanations of proposed increases or decreases in bonded indebtedness.
