In the Year Two Thousand and Seven.

 An Act restricting the authority of the Turnpike.

 

    Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:


 

     Whereas: Any expansion of the authority of the Massachusetts Turnpike Authority beyond its current scope of responsibility will tend to extend the life and the financial burden of said authority; and,

 

Whereas: Any extension of the life and financial burden of the Turnpike Authority will result in the users of said turnpike subsidizing non toll paying users of the other roads of the Commonwealth; and,

 

Whereas: The aforementioned subsidy of the Commonwealth’s highway system by the users of the turnpike is fundamentally unfair; therefore be it,

 

Resolved: That, to the extent that the Massachusetts Turnpike Authority shall continue to exist as an independent agency, the scope of the responsibility and authority of said Authority shall not be expanded to any other roadways not already under its care and control unless such expansion is fully funded from the General Fund and not by the toll payers.
