To the Honorable Senate and House of Representatives:

 

Pursuant to Article LVI, as amended by Article XC, Section 3 of the Amendments to the Constitution of the Commonwealth of Massachusetts, I am returning to you for amendment House Bill No. 3446, “An Act Designating a Bridge in the City of Methuen as the Corporal David M. Vincente Bridge.”

 

This bill is intended to designate a bridge in Methuen to honor a fallen veteran, Marine Corporal David M. Vicente, who was killed in action in Iraq.  It is important to honor and remember the many American soldiers who have sacrificed their safety, and unfortunately for too many their lives, serving our country.  As enacted, however, the legislation incorrectly spells the veteran’s last name as Vincente instead of Vicente. 

 

I, therefore, recommend that the title of House Bill No. 3446 be amended by striking out the word “Vincente” and insert in place thereof :-“Vicente.”  I further recommend the bill be amended by striking out the first sentence of the bill and inserting in place thereof the following sentence:-

 

The bridge #M-17-010 on Lowell street, Route 113, spanning Bartlett brook in the city of Methuen shall be designated and known as the Corporal David M. Vicente Bridge, in honor of United States Marine Corporal David M. Vicente, who was killed in action in Iraq on March 19, 2004.
