An Act relative to the purchase of flags

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Whereas the deferred operation of this act would tend to defeat its purpose, which is to forthwith regulate the purchase of flags by the commonwealth, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.

Section 6 of chapter 2 of the General Laws, as appearing in the 2006 Official Edition, is hereby amended by adding the following paragraph:-

All government agencies shall procure only flags that are manufactured in the United States.  A flag is manufactured in the United States if a substantial majority of the principal components are assembled into the final product in an assembly plant in the United States.  Contract documents for the procurement of flags procured by the government agency shall be manufactured in the United States.
