An Act authorizing the division of capital asset management and maintenance to convey certain land in the city of lawrence |
Whereas, the deferred operation of this act would tend to defeat its purpose, which is forthwith to authorize forthwith the conveyance of certain land in the city of Lawrence, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
Be it enacted by the Senate and House
of Representatives in General Court assembled, and by the authority of the
same, as follows:
SECTION 1. The commissioner of capital asset management and maintenance, notwithstanding sections 40F to 40J, inclusive, of chapter 7 of the General Laws, shall convey by deed to the city of Lawrence, for nominal consideration, a certain parcel of state-owned land, formerly the Essex north district registry of deeds and located at 381 Common Street in the city of Lawrence, for use by the town for municipal or any other public purpose. The parcel is described in Book 111, Page 7, located in the Essex north district registry of deeds, and further shown on Lawrence assessor’s map 146 and lot 26. The exact boundaries of the parcel described above shall be determined by the commissioner after completion of a survey.
SECTION 2. The property described in section 1 of this act shall be conveyed subject to a restriction limiting the use of the parcel to municipal or other public purposes. If the property ceases to be used at any time for the purposes described in this section, or is used for any purpose other than the purposes stated in this section, the property, upon notice by the commissioner of capital asset management and maintenance, shall revert to the care and control of the commonwealth and any further disposition of the property shall be subject to sections 40E to 40J, inclusive, of chapter 7 of the General Laws, and shall require the prior approval of the general court.
SECTION 3. The city of Lawrence shall pay for the costs of the appraisal, survey, and deed preparation for the conveyance of the property authorized by this act, as deemed necessary by the commissioner of capital asset management and maintenance.
