An Act authorizing the city of Methuen to lease a portion of that building known as the Quinn building to Methuen Municipal Employees Federal Credit Union.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

The deferred operation of this act would tend to defeat its purpose, which is to authorize the City of Methuen to lease a portion of that building known as the Quinn building to Methuen Municipal Employees Federal Credit Union; therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.

SECTION 1.           Notwithstanding the provisions of Section 3 of Chapter 40 of the General Laws or any other general special law, Rules, Regulations, or Ordinance to the contrary, the city of Methuen acting by and through its Mayor, subject to approval of its City Council, may Lease for not more than 50 years, on such terms as Mayor may determine, a portion of that building known as the Quinn Building located in said City to the Methuen Municipal Employees Federal Credit Union.

SECTION 2.           Notwithstanding the provisions of Section 5 of Chapter 30B of the General Laws or any other general or special law, Rules, Regulations, or Ordinance to the contrary, the City of Methuen is hereby authorized and entitled to waive the provisions of the foregoing statute for those purposes contained in Section 1, of this Act.
