An Act authorizing the city known as the town of Watertown to fill by appointment a vacancy in the board of trustees of the public library.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. Notwithstanding section 4-2© of the charter of the city known as the Town of Watertown, or of any other general or special law or charter provision to the contrary, the vacancy created on February 8, 2008 in the office of board of trustees of the public library shall be filled from among the voters of the Town of Watertown by a vote of the majority of the remaining members of said board and the council president, rather than by a special election to fill the single position as would otherwise be required by the provisions of the town’s charter, in order to preserve the limited financial resources of the town.

SECTION 2. The person appointed pursuant to the authority of this act to fill the vacancy in the office of board of trustees of the public library shall serve until the next regular November 2009 town election.  The person elected at said town election, not then serving as a member of the board of trustees of the public library, shall forthwith be sworn and shall serve for the last two months of the calendar year, in addition to the term ending December 31, 2011, for which he or she was elected.

Section 3.  This act shall take effect upon passage.
