A majority of all the members elected to the Senate and of Representatives, in joint session, hereby declares it to be expedient to alter the Constitution by the adoption of the following Article of Amendment, to the end that it may become a part of the Constitution [if similarly agreed to in a joint session of General Court and approved by the people at the state next following]:
ARTICLE OF AMENDMENT.
SECTION 1. Article XLVI of the Articles of Amendment to the Constitution of the Commonwealth is hereby amended by adding the following sentence to the end of section 2:-
In addition, nothing herein contained shall be construed to prevent the Commonwealth from making grants-in-aid to students or parents or guardians of students attending private primary and secondary schools and nothing herein shall be construed to prevent the Commonwealth from providing tax deductions or tax credits for educational expenses, including tuition, textbooks, and transportation incurred by taxpayers whose dependents attend public or private primary and secondary schools.
