Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Section 110, subsection (h) of Chapter 5 of the Acts of 1995 is hereby amended by adding at the end thereof the following new paragraph:
"Any jobs or community service work made available by either the full employment program, a recognized job training program, a recognized educational program, or any other MASSJOBS program component shall not displace regular employees nor to fill unfilled positions previously established nor do work typically performed by bargaining unit employees. Recipients of such positions who are placed as temporary employees shall not be made regular employees if such move displaces a regular worker or fills
an unfilled position previously established."
SECTION 2. Section 110, subsection (l) subsection (6) of Chapter 5 of the Acts of 1995 is hereby amended by deleting the words "The department shall seek to insure that jobs made available to program participants shall not:",
and inserting the following words: "The department shall insure that jobs made available to program participants shall not:"
