AN ACT to authorize a pilot study for the expansion of keno to convenience stores and coffee shops

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. Section 27A of chapter 10 of the general laws, as most recently appearing in the 2004 Official Edition, is hereby amended by inserting after subsection (d), the following new subsection:

(e) Notwithstanding the provisions of this section, the chairman of said commission may authorize licenses for the operation of Keno in convenience stores and coffee shops by granting not more than fifty additional Keno sites subject to such criteria and application procedures as he shall deem appropriate, provided, however, that such licensee does not owe a financial obligation to the commonwealth and such licensee has not been convicted of a felony.  Not less than three years from the approval of such additional licenses, the chairman shall report to the general court relative to whether it is cost-effective to authorize Keno in convenience stores and/or coffee shops without limitation on the number of licenses to be granted.
