Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. A commission will be created consisting of five members ; one appointed by the Governor ; one by the Speaker of the House , one by the Minority Leader of the House , one by the President of the Senate and one by the Minority leader of the Senate . It will be the duty of this commission to within a period of one year investigate the current methods and levels of funding and administering public education consisting of ;but not limited to ; local schools , charter schools , and regional schools .This commission will study and compile a report on alternatives to the current mix of local elected and appointed school committees administering local education ;and on alternatives to the current mix of local taxes and state aid for funding the same .
