Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Notwithstanding any law or special rule to the contrary, the Department of Elder Affairs, in consultation with the Department of Public Health, shall establish rules and regulations to conduct a program, in addition to or in conjunction with programs incorporated in Section 37 of Chapter 19A, to provide meals to authorized elderly persons with special dietary needs, including, but not limited to diabetes.
