AN ACT relative to access to state recreation areas

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1.  Notwithstanding any other general or special law to the contrary, the Department of Conservation and Recreation shall create a program allowing persons to obtain access to state recreation areas in exchange for in-kind services. Such program shall require a person to accumulate no less than 20 hours of in-kind service at a specific state park, for which said person will receive an annual pass to that recreation area. Furthermore, a person accumulating more than 40 hours of in-kind service shall receive an annual pass that will allow said person access to all state-owned recreation areas within the Commonwealth.
