Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Beginning on January 1, 2009, or the day after publication of this bill as an act, whichever is later, each hospital, clinic or doctor’s office that utilizes a computerized provider order entry (CPOE) record system to deliver Medicaid-eligible services shall receive an annual incentive Medical Assistance (MA) paid by the Division of Medical Assistance.
Within 30 days of the effective date of this bill or within 30 days of the commencement of utilization of the CPOE record system, whichever is later, it shall be the responsibility of the hospital, clinic or doctor’s office to notify the Division of Medical Assistance that their facility has begun utilizing the CPOE record system. The incentive payments shall be paid within 30 days of the conclusion of the fiscal year in which the CPOE record system is utilized. The annual incentive MA payment shall equal 1% of the MA reimbursement to the hospital, clinic or doctor’s office for the previous fiscal year. Incentive MA payments shall be pro-rated based upon the number of weeks within the fiscal year in which the hospital, clinic or doctor’s office has utilized a CPOE record system.
EFFECTIVE DATE
This act takes effect on January 1, 2009, or on the day after publication, whichever is later.
