DiNatale for legislation to establish a working group on
the McKay School at Fitchburg State College. Higher
Education.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. There is hereby established a working group to study the feasibility of the transfer of the McKay Campus School from Fitchburg State College to the city of Fitchburg. The working group shall report its findings and conclusions to the general court and make recommendations regarding any necessary legislative and regulatory changes which are suggested by those findings and conclusions. The first meeting of the working group shall take place within 30 days after the effective date of this act.
SECTION 2. The working group shall consist of: a representative from the division of capital asset management and maintenance (DCAMM); the executive director of the school building authority (SBA) or her designee; the president of Fitchburg State College or his designee; the Mayor of the city of Fitchburg or his designee; and the house and senate chairs of the joint committee on education or their designees.
SECTION 3. In carrying out its charge, the working group shall examine, report on, and make recommendations including, but not limited to, the following matters:
a) The transfer of the McKay Campus School to the city of Fitchburg from Fitchburg State College;
b) All financial issues associated with said transfer;
c) Potential SBA assistance in said transfer.
SECTION 4. The working group shall file a report containing its recommendations, including legislation and regulations necessary to carry out its recommendations, with the house and senate committees on ways and means and the clerks of the house and senate not later than 6 months following the first meeting of the working group.
