Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Notwithstanding any general or special law or rule or regulation to the contrary, the department of higher education shall fund, through the Brockton 21st Century Corporation, established pursuant to the Acts of 1993, chapter 137, a college collaborative located in downtown Brockton, a designated commercial revitalization district under the provisions of section 11(f) of chapter 23B of the General Laws. The 21st Century Corporation shall send request for proposals to all Massachusetts colleges and universities and said request for proposal shall include a description of credit courses to be offered, welfare to work programs, ESL programs and the rent and square footage required.
