AN ACT relative to community college access

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1.  Notwithstanding any general or special law to the contrary, the board of higher education shall develop criteria to provide 2 years of education at every community college free of charge for students who meet said criteria.  Said criteria shall include but not be limited to, the following: -

1.      students must be permanent legal residents of the commonwealth

2.      students must meet certain income criteria to be determined by the board

3.      students must meet certain academic criteria to be determined by the board

4.      students must have completed at least 4 years of college preparatory English and math, including math in their senior year

5.      students must have passed the board of higher education common assessment prior to high school graduation

6.      the expected family contribution of the student must not exceed $10,000.

SECTION 2.   Notwithstanding the provisions of any general or special law to the contrary, the commonwealth shall reimburse each community college for the cost of administering this program.
